Contact Karen Zych, 412/476-7396. The proposed construction project for
the Corrosion Laboratory Mezzanine Expansion consists of modifying
existing building space for corrosion testing. The major work effort
includes the demolition of existing walls, HVAC systems, and mechanical
and electrical utility systems; installation of a room for the housing
of a laser system; extension of existing mechanical utilities
(compressed air, nitrogen, hydrogen, DI/DG water, cooling water,
pressure relief piping); installation of a main electrical distribution
panel and subpanels, conduit and wireway systems, convenience
receptacles, and highbay lighting; assembly and installation of control
cabinets, instrumentation, and switchgear to control nine autoclave
systems with associated pumpingstand hardware; and the relocation of 10
existing autoclave systems which include electrical switchgear,
instrumentation, valves, and high pressure tubing and an overall
support structure. 1. All prospective bidder personnel should have U.S.
Department of Energy (DOE) security clearances to attend the on-site
pre-bid tour. Uncleared personnel will be escorted to tour areas where
work will be performed, except those areas determined to be sensitive
by Westinghouse. Attendance at such meetings is essential for proper
understanding of unique ingress/egress procedure and complex site
conditions. Also, all personnel who will be performin on-site work will
require a DOE security clearance. It takes approximately three to five
months to obtain a security clearance after an individual submits a
completed and acceptable ``Questionnaire for Sensitive Position''
(QSP). In this regard, in order for your company to receive a copy of
the RFQ package, completed QSPs must be submitted to Westinghouse
within two weeks from the date of your request for a copy of the RFQ
package. Westinghouse shall process clearances at no cost to the
contractor; however, the effort to complete and submit QSPs is solely
at the contractor's expense. 2. Prospective bidders must have bonding
capability from sureties listed in the U.S. Treasury Circular 570
relative to contract performance or be able to provide irrevocable
letters of credit from financial institutions that are Federally
insured and have investment grade or higher rating from a recognized
commercial rating service. 3. This is a small business set-aside action
and all prospective bidders must certify they qualify as a small
business. 4. Prospective bidders must agree to submit a current Foreign
Ownership, Control or Influence Certification and all necessary
supporting business and financial documentation, if requested by
Westinghouse. Request for the RFQ along with the necessary
documentation clearly showing your firm meets the above minimum
prerequisites, must be in writing (telephone requests will not be
honored), and your letter must be postmarked no later than fifteen
