Investigation (FBI) intends issuing the above-referenced solicitation
for a Fingerprint Image Capture System (FICS). The system will be used
by the FBI to scan fingerprint cards and produce digital fingerprint
images for input to the Integrated Automated Fingerprint Identification
System (IAFIS). The effort includes all tasks necessary to provide a
fully functional high-volume card handling and image capture system
with the capability to process over 40,000 fingerprint cards per day at
the new FBI Criminal Justice Information Services (CJIS) Division
facility in Clarksburg, WV. The specification is for a complete card
handling, converstion, and control system. The system processes
standard and non-standard fingerprint cards. System functions include:
card control number assignment, high-accuracy scanning, automated
quality assurance, image transmission to the Information Tasking and
Networking (ITN) IAFIS segment, temporary card storage and control,
card separation for disposition, record keeping and reporting.
Individual rolled and and plain fingerprint impressions will be
captured from fixed block areas of fingerprint cards at 256 levels of
grayscale (eight bits/pixel) and at 500 spi (samples per inch). In
addition, the FICS shall capture image data from text areas on the
front and back of the fingerprint card at 256 levels of grayscale
(eight bits/pixel) at 250 spi. Due to the high throughput, stringent
image quality requirement, and the desire of the FBI to minimize
operating personnel costs, process automation is desirable. Request for
