Archer, Contracting Officer, (703) 325-5028. This effort is part of the
Defense Nuclear Agency's (DNA) satellite communications support
program. The objective of the effort is to continue the development and
application of nuclear propagation effects mitigation methods for DoD
satellite communications in the presence of atmospheric disturbances
created by nuclear explosions and extreme natural conditions. To meet
the objective, the contractor shall perform satellite communications
link performance evaluations using DNA nuclear environment and
propagation models and investigate requirements and methods for
improving performance of specific DoD related satellite communications
systems including Defense Satellite Communications System (DSCS),
MILSTAR, the Ultra-High Frequency (UHF) Follow-On System, the Space
Based Infrared System (SBIRS) communications and data links, the
NAVSTAR Global Positioning System (GPS), and the Ballistic Missile
Defense Office (BMDO) Battle Management and C3 network. All contractor
personnel will require a security clearance of TOP SECRET. Offerors
must provide address information to contract negotiator to be included
