Zangwill, (301)443-2750 The Health Resources and Services Administration (HRSA) intends to negotiate on a non-competitive basis, with the National Academy of Public Administration (NAPA), for a special analysis such as contemplated by PL 96-257. Chartered by the Ninety-eighth Congress to provide expert and independent advice on policy and management issues, NAPA shall provide assistance in conducting an organizational analysis of HRSA and provide recommendations and organizational options. The expert advice provided by NAPA will provide the foundation for HRSA's management plan to meet streamlining targets, budget contraints, and the changing priorities of HRSA programs. The special analysis to be conducted by NAPA is in accordance the original intentions of Congress and the governing public law (PL 96-257). NAPA is the only source capable of providing the required expertise as set forth in PL 96-257. (0186)
