Bryan A/E SERVICES, WMATA is soliciting the services of an A/E firm to
provide final design services for Section F-11, Branch Ave. (F) Route
of the Metrorail rapid transit system. The two construction contracts
to be designed as part of Section F-11 include, but are not limited to
the following facilities: Construction Contract No. 1F0111: Site
preparation for the yard site of approx. 30 acres: Maintenance, mod.
and relocation of utilities; Storm water management & water quality
ponds: Berms, retaining walls, earthwork to subgrade for lead & storage
tracks: Construction Contract No. 1F0112: Operations/system Main.
bldg.: Car maintenance/car wash bldg./track & structures shop bldg.
w/control tower: Fueling facility; chemical & equip. storage facility:
Gate house, salt dome: Traction Power substation: Car cleaning
platforms: Parking facilities & access roads: Sound barrier walls: Two
alternate yd. layouts are being considered by WMATA; depending upon
which is selected, cons. may include two highway-type vehicle bridges.
Continuation of A&E services may be requested by WMATA during the
construction phase of the contracts. Services not included are:
TRACKWORK, AUTOMATIC TRAIN CONTROL AND COMM. DESIGNS. However,
interface/supporting facilities for their installation must be
provided. Estimated cost for the two civil/structural construction
contracts is $60 million. The Contractor Evaluation Board will use the
following selection criteria: 1. Specialized experience and technical
competence for the work to be performed. 2. Demonstrated capability to
perform work on WMATA 's schedule includes both staffing and
management/supervision of staff. 3. Past performance on contracts with
transit authorities, govm'nt. agencies, state and local public bodies
and private industry, including such factors as control of costs,
quality of work, and meeting schedules. 4. Location in the WMATA
compact area and familiarity with the National Capital Region. 5.
Demonstrated capability to design within WMATA's construction budget.
6. Demonstrated ability to offer innovative alternatives for WMATA's
consideration to minimize cost and time to construct, yet maintaining
quality and adherence to WMATA'S standards. 7. Demonstrated ability to
comply with environmental & operational issues on innovative and least
cost basis. 8. Principals time the firm will devote to contract,
resumes and credentials of persons proposed to be assigned to contract.
9. Demonstrated understanding of WMATA's goals and objective. 10.
Capabilities of the DBE Subconsultant firms to perform work. 11.
Demonsrated evidence of successful use of firms QA program. It is
estimated that design for this Section will begin during the first
quarter of calendar year 1996. The firm awarded the contract shall
comply with Equal Opportunity Executive Order 11246 and a Disadvantage
Business Enterprise participation goal of 36% of the total contract
