11691393. Requirements are 3602356 M16a2 link F/MM. For use on the 40MM
ammunition. FOB is unknown. Requirement must be manufactured in the USA
or Canada. MIL-Q-9858 inspection criteria required. Statistical process
control is required . First article test is required. National defense
items restricted to US and Canadian sources. All or part of this
action is an unfunded FY96 requirement. Estimated issue date of this
solic itation is 072095. The proposed contract will include a 100
percentoption. Effective 1 Oct 94 AMCCOM separated into two new
commands; the Industrial Operation Command (IOC) and the Acquisition
Chemical Armament Logistics Activity (ACALA). It is imperative that
special attention be Given when addresing requests for solicitations
andbids/offers. Failure to properly address BIDS/offers in accordance
with Solicitation instructions may result in a late bid which cannot be
considered. Written, FAX or electronic requests for Solicitation
packages are accepted. NO telephone requests will be honored. requests
for copies of this Solicitation should include your Commercial and
Government Entity (CAGE) (if a CAGE Code has been assigned toyou) along
with your name, address, datafax number, and solicitationnumber. The

accepted through the AMCCOM Acquisition Information System (AAIS). All
AMCCOM solicitations are available forviewing/downloading, in addition
to procurement history, via the AAIS. The AAIS can be accessed
electronically, 24 hours a Day, util-izing a MODEM set to dial (309)
782-7648. Terminal emulation should be VT100, NO parity, 8 data bits
and 1 stop bit. Once connected, EN ter ''AAIS'' at the ''login''
prompt. At the ''password'' prompt depress the ''enter'' key. If
electronic means is not possible, procurement history will be provided
telephonically at (309) 782-8094 on a Lim ited basis. This
Solicitation will utilize the HQ, AMCCOM, per formance incentive
Contracting (PIC) program. The PIC program is DE-signed to obtain the
best purchase value for the Government after considering price and
contractor performance history. The Government recognizes that Even
among responsible contractors there are dif ferent degrees of
performance risk. Under the PIC program, per formance risk is an
evlauation factor which applies to the instant procurement only. PIC is
not a pre-qualification program. The Government, under this program, is
Willing to pay higher prices to lower risk contractor to obtain on-time
delivery of quality products. The PIC program works under the premise
that award to a contractor with agood delivery and quality record will
improve the chances of the GOV ernment receiving a qualtiy product on
time. Therefore an award may be made to other than the low-priced
