Contracting Officer, 617-377-3858. ESC seeks sources for the Command
and Control Product Lines (CCPL) Contract. CCPL is an ESC initiative to
reduce the development time and costs associated with command and
control (C2) acquisitions through the development of flexible C2
architectures populated with reusable software components. CCPL will
initially address three domains within C2: Data Fusion and Analysis,
Command Centers, and Mission Planning, Simulation, and Modeling. Using
reusable software engineering technology, C2 architectures, and rapid
prototyping techniques, a CCPL developer could quickly integrate
tested components into C2 systems. The objective of CCPL is to quickly
reconfigure, or develop if necessary, individual components into
proof-of-concept prototypes and deliverable first article systems that
satisfy specific C2 requirements of operational users. CCPL will build
upon the foundation provided by the Air Force Portable, Reusable,
Integrated Software Modules Program. The Government is contemplating
multiple five-year ID/IQ contracts. Interested offerors should provide
their qualifications and capabilities in the following areas: (A)
SYSTEMS DEVELOPMENT. Knowledge of C2 functions and current
technologies. Experience converting C2 requirements for software
intensive systems into functional systems. Experience in requirements
interpretation, prototyping, software development, minor hardware
fabrication, system integration, qualification, support to operational
testing, deployment, and system maintenance. This experience should
include integrating existing commercial-off-the-shelf (COTS) and C2
government-off-the-shelf (GOTS) components into delivered systems and
the generation of new C2 GOTS elements that are suitable for reuse by
other systems, (B) SOFTWARE DEVELOPMENT. Software intensive systems for
major developments for which the offeror has been the software
developer, as a prime or subcontractor, in the past five years. Key
attributes of the offeror's software engineering environment. Software
development experience using the Ada, C, and C++ programming
languages, (C) OPEN SYSTEM STANDARDS. Knowledge of current and emerging
standards for information systems and information transfer, and
experience with systems implementing these standards. Experience
developing systems (in Ada) that adhere to open systems standards, (D)
MULTI-LEVEL SECURITY (MLS). Experience in and knowledge of information
security requirements of trusted computing systems, networks, and
databases, and, (E) MULTI-CONTRACTOR DEVELOPMENT. Experience working
with another prime contractor(s) on software-intensive system
development efforts. Experience developing and maintaining a common
software engineering process for use by the offeror and another prime
contractor(s). This experience should include plans developed, software
engineering policies developed, and mechanisms for maintaining and
enforcing these plans and policies among all contractors. Additionally,
as part of ESC's overall effort to improve software quality, cost, and
schedule performance, the software process capability of the
responding offerors will be a consideration in the source selection
decision. ESC intends to use the Software Capability Evaluation method
developed by the Software Engineering Institute (SEI) to evaluate the
current software process capability of each offeror (See Capability
Maturity Model for Software, Version 1.2, CMU/SEI-93-TR-24, February
1993. This document is available through the Defense Technical
Information Center, Attn: FDRA, Cameron Station, Alexandria, VA
22304-6145). Each offeror is intended to be evaluated through the
''Defined'' maturity level and on their software process improvement
program. This announcement is not a solicitation. A draft RFP, planned
for release in July 1995, will be available on the Hanscom Electronic
RFP Bulletin Board (HERBB). HERBB can be accessed via computer and
modem by dialing (617) 274-0500. Any questions regarding HERBB should
be directed to the RFP Support Organization at (617) 377-5346. Replies
to this notice should be submitted not later than thirty days after
publication in the CBD. Limit responses to a single document no more
than twenty-five pages in length, include a one page table of contents
listing the items in the same order listed above, provide concise
responses to each area, and, submit to ESC/ENK (Attn: Michael Garrish),
5 Eglin Street (Bldg 1704), Hanscom AFB, MA 01731-2116. No other
information is desired at this time. The Government intends to solicit
those firms meeting the screening criteria in this synopsis. Any
offeror initially judged to be unqualified will also be provided a copy
of the solicitation on request and any offer from such a firm will be
evaluated without prejudice. A reference room containing program
documents will be made available in July 1995. The establishment of the
RFP reference room does not obligate the Government to award a
contract, nor, does it restrict the Government as to the ultimate
