Hand Held Radios (HHRs) and Ancillary Equipment for SCOPE SHIELD II,
POC Rosa Shannon, Contract Specialist, (617) 377-5327. Daniel M.
Devine, Contracting Officer, (617) 377-4197, Electronic Systems Center
(AFMC) is planning to modify an existing production contract to
increase the total quantity of Scope Shield II HHRs from the current
maximum contract quantity of 9,000 by as many as 1,800 additional
units, and ancillary equipment consisting of cloning cables, Frequency
Fill Device (FFD), and single station battery chargers by 260 each.
The additional HHRs and ancillary equipment are to be procured during
FY96, as funds become available. The HHRs must be fully
replaceable/interchangeable with the HHRs currently being produced by
Racal Communications, Inc., 5 Research Place, Rockville, MD, under
contract F19628-91-D-0012. The HHRs must also be fully compliant with
the requirements of SCOP-COM-36000B, dated 9 November 1994. Some of the
technical characteristics of the HHR: 1) operable in three-frequency
bands (30-88, 136-174, and 403-470 MHz) using field changeable RF
modules and antennas, 2) capable of simplex and duplex operation, 3)
analog FM voice in 12.5 and 25 kHz bandwidths utilizing squelch tones
between 100 and 167.9 hertz, 4) ability to operate with 12 and 16 kbs
secure voice, 5) operational in tactical environments with temperatures
between -30 degrees C and +49 degrees C, and 6) a power output
selectable to 1/2 or 2 watts. The Scope Shield II equipment is a
precise, militarized, multi-band communications system designed to
provide clear and secure voice communications for security forces that
can be deployed and supported world-wide. It is essential that this
additional equipment be fully compatible with that currently under
production to ensure complete interoperability and common logistics
support. Any responsible source which believes it can meet the
GovernmentUs requirement must submit a detailed description of their
capabilities to satisfy the GovernmentUs requirements and shall at a
minimum, include 1) technical characteristics of the equipment, 2)
capabilities for manufacturing the required equipment, 3) demonstration
of an understanding of the technology, and 4) ability to obtain a
security clearance granting access to Secret NOFORN COMSEC material. In
the event responses to the announcement indicate a responsible source
other than Racal Communications is capable of providing the Government
with the additional quantity of HHRs, an RFP will be issued. If no
additional responsible sources are identified as a result of this
arrangement, the Government intends to negotiate a modification to the
existing contract, on a sole-source basis, under the authority of
U.S.C.2304(c) (1), only one responsible source. Any information
submitted in response to this notice will be fully considered and will
be evaluated without prejudice. Interested parties shall submit their
requests and information to ESC/TGK, ATTN: Rosa Shannon, Building
1618, Hanscom AFB, MA 01731-2120 with thirty (30) days of this notice.
In the event it is determined that a competitive acquisition is
appropriate for this requirement, the Government will issue an
additional notice in the CBD announcing the availability of an RFP.
