The Colorado National Guard has the intent to procure on a sole source basis from Edge Learning Institute, Inc., training materials for a Total Quality Management Program which is being taught by in-house government facilitators already trained by Edge Learning Institute, Inc to facilitate to a structure outlined herein. Materials must support the following course content: identifying unwritten norms, gaining understanding through communication, breaking barriers, measures of key people, agreeing on shared values, developing team esteem, energizing vision, managing team attitudes, customerizing the environment, quality as a process, and commitment to action. All learning methods such as experiential, audiovisual, kinetic are explored. Materials must provide for student interaction as well as for individual self-study. To this end, a participant kit must include the course materials and audio reproductions of the video presentations via main lecture. Each section must be supported by a videotape of a dynamic, articulate and entertaining video leader emphasizing the main themes of each section. All proposals must submit samples of the printed materials, audiotapes, videotapes, completion certificates, and printed cards of insprirational messages (quotable quotes) for evaluation. The evaluation factors upon which all proposals will be evaluated are: (1) How well the printed materials, audiotapes, videotapes and other course materials support the stated objectives; (2) The professional quantity of the printed materials, audiotapes, videotapes, certificates and inspirational cards; (3) The time of availability of the entire course; (4) the ability of the proponent to provide the materials on a continuing basis; (5) the cost of the course and incentives for quantity purchases.
