BDM-Oklahoma (BDM), Management and Operating Contractor for DOE's
National Oil and Related Programs under prime contract
DE-AC22-94PC91008, is interested in receiving firm-fixed price
responses on the research effort described below. Response to this
Program Research and Development Announcement (PRDA) number OKL-5158-01
is required by 4 PM CST on August 21, 1995. Responses must be sent to:
BDM-Oklahoma, Inc., PO Box 2565, 220 N. Virginia Avenue, Bartlesville,
OK 74005. Responses must reference the PRDA number. This announcement
is an expression of interest only and does not commit BDM to pay for
any response preparation costs. Proposal preparation costs should not
be included within the price/cost proposal. BDM reserves the right to
select for award any, all, or none of the responses received. It is
BDM's intention to award multiple subcontracts for this effort. One
subcontract is being set aside for small disadvantaged businesses (SDB)
of Historically Black Colleges and Universities (HBCU). Late proposals
will be handled in accordance with FAR 15.412. The selection of one or
more sources for contract award will be based on a scientific and
engineering evaluation of the responses (technical and price/cost) to
determine the relative merit of the approach taken in response to this
announcement. New and innovative concepts, ideas and approaches are of
primary interest. Proposals aimed at applying proven concepts should
not be submitted. Technical aspects will be ranked higher than
price/cost in the scoring process. The technical and price/cost
responses will be evaluated concurrently. The estimated maximum funding
from BDM is $266,000 per year, per award (not to exceed $800,000 over
three years). Industrial involvement through cost-participation and
cooperative arrangements is optional though strongly encouraged.

337-4504. Written questons must be received no later than August 7,
1995. BDM seeks proposals for fundamental research leading to the
development of cost-effective, improved, and/or innovative methods to
design or apply chemical systems to increase oil recovery from domestic
oil reservoirs. For many reservoirs, the use of some type of improved
chemical-based extraction process is required to mobilize and produce
oil remaining after secondary processes have been applied. Use of
chemicals, in many cases, may be the only viable process to increase
oil production. Chemically improved oil recovery (IOR) encompasses a
wide variety of extraction processes, including 1) process mobility
control; 2) profile or permeability modification (sweep improvement);
and 3) chemical flooding (surfactants, alkaline, and other chemicals,
alone or in combination). This solicitation seeks proposals that
advance the current state-of-the-art for IOR and/or provide solutions
to well-documented problems associated with application of IOR
processes. These problems include, but are not limited to, chemical
incompatibility, and process economics. Proposals may include 1)
synthesis, development, and evaluation of new and advanced surfactants,
polymers, or other effective chemicals or combinations of chemicals; 2)
understanding of and design of improved processes to minimize chemical
loss and incompatibility, and maintain slug integrity; 3) development
of innovative chemical-based oil recovery methods or combinations of
methods that have significantly improved process economics; and 4)
development of improved laboratory methodology to design and/or
evaluate chemical oil recovery systems, including applications with
emerging technologies. Proposals that involve development of new IOR
process simulators are not being solicited although use or improvement
of existing simulators can be included. In addition, proposals to use
microbes to increase oil production are not being solicited although
use of biological methods to produce new or cost-effective chemicals
can be included. This solicitation is not intended to provide funding
support for field tests to evaluate the effectiveness of
chemiccal-based IOR systems. Aggressive technology transfer is
required. Peer reviewed publications of research results, involvement
in technical meetings, national symposia and/or regional workshops
shall be a part of these research efforts as mechanisms for
accelerating technology transfer to oil producers. Dissemination of
information and technology throughout the term of the project is
encouraged. The proposal shall include prime and subcontractor
information consisting of 1 bound volume not to exceed 80 pages in
length including title page, table of contents, figures, tables,
references, biographical sketches, resumes, exhibits,price and cost
information, and appendices. Propsals shall be prepared in the
following format: 8.5 x 11'' paper, double spaced, in a type size no
smaller than 12 pt (including type in graphics and charts), and printed
on 1 side with numbered pages. Foldout pages if used, shall not exceed
11 x 17'' paper and they shall be counted as 2 pages. Pages in excess
of 80 will not be evaluated. Proposals shall consist of the following:
1) Executive Summary (2 page maximum); 2) Technical Approach; 3)
Statement of Work subdivided into tasks and subtasks; 4) Technology
Transfer Plan; 5) Management Plan; 6) Facilities & Equipment
Description; 7) Related Prior Work by the Offeror(s); 8) Resumes of Key
Individuals; 9) Milestone Chart; 10) Description of Deliverable
Items-quarterly technical reports are the minimum; 11) Environmental,
Safety, and Health Issues and Mitigating Measures; and 12) a one-page
Cost/Price Summary and a Standard Form 1411 (to obtain a Standard Form
1411 contact Brian Rieper at 918-337-4305). Key personnel and their
levels of effort should be linked to tasks in the Statement of Work. A
cover letter shall be included with each volume that contains: 1) the
names of any company or organization that participates at 10% or
greater in the performance of the work, 2) a statement of validity for
180 days beyond the closing date for receipt of proposals, 3) a
statement authorizing BDM's employees, authorized consultants and
advisors with executed Organizational Conflicts of Interest forms, and
authorized DOE personnel to evaluate the proposals, 4) the signature
of an official duly authorized to commit the organization in business
and financial affairs, and 5) a statement about the SDB or HBCU status
of the offeror. Proposal evaluation and awards will be based upon the
technical merit as well as price/cost reasonableness and realism in
conjunction with the availability of funds with respect to the
following criteria in descending order of importance: 1) innovativeness
of the approach; 2) technical approach, qualificatons of the
offeror(s), and management plan; 3) statement of work, technology
transfer plan, and deliverables; 4) milestone chart and ES&H; and 5)
cost/price factors. An original and 5 copies of the proposals must be
submitted to BDM. Faxed proposals will not be accepted. BDM intends to
incrementally fund any issued subcontracts. Work should be scheduled
to begin on/about March 1, 1996. The period of performance is up to 36
months. Unless stated otherwise herein, no additional written
information is available not will a formal RFP or other soliciatation
regarding this announcement be issued. All proprietary portions of the
proposals should be clearly identified and will be treated in the
strictest confidence. If a responder wishes to restrict the proposal,
the responder should mark the title page with the following legend:
``This data shall not be disclosed outside BDM or DOE and shall not be
duplicated, used, or disclosed in whole or in part for any purpose
other than to evaluate the proposal, provided that is a contract is
awarded to this PRDA responder as a result of or in conjunction with
the submission of this date, BDM or DOE shall have the right to
duplicate, use, or disclose the date to the extent provided in the
contract. This restriction does not limit BDM's or DOE's right to use
information contained in the data if it is obtained from another source
without restriction. The date subject to this restriction is contained

to be restricted with the following legend: ``Use or disclosure of
