The 30th Contracting Squadron intends to place a sole source contract with Cardion, Inc for the procurement, delivery, installation and check-out of a Local Display Console (LDC) as a maintenance and system monitor to the Cardion, Inc Monopulse Secondary Surveillance Radar System (MSSR), contract F0468495C0040. The MSSR contract included installation and integration (with the ARSR-4 Primary Radar) services. The output of the MSSR, prior to its fusion with the Primary Radar data, is a proprietary interface of Cardion's. The LDC shall be used as a maintenance console during the normal operation and as operator/controller console during the Mode 4/emergency operation. The LDC shall provide: (1) the capability to monitor the radar surveillance data on a local display prior to its data being combined with the primary radar data supplied by the Primary Radar (ARSR-4) and (2) the ability to visually isolate and evaluate MSSR (CMSSR-401) performance without interference from the primary radar system. No contract shall be awarded on the basis of quotations, proposals, or other information received in response to this notice since this synopsis of intent to award a contract to Cardion, Inc cannot be considered a Request for Proposal (RFP). However, if responses from vendors offering their technical ability and technical acceptability can be established by examination of literature submitted, then the Contracting Officer may decide to resynopsize this acquisition under full and open competition. If no affirmative writtenresponsesare received within 10 days after publication of this notice to the effect that an acceptable alternative source is available, a contract will be negotiated with Cardion, Inc.
