cadastral survey services are required to perform a boundary survey of
the Big Thicket National Preserve, Village Creek Corridor Unit, Hardin
County, Texas; Big Sandy Creek Corridor Unit, Hardin County, Tyler
County, and Polk County, Texas; Administration/Visitor Center Tract
Nos. 217-01 and 217-02, Hardin County, Texas; the Village
Creek-Winifred Turner Sanctuary, Hardin County, Texas; Lance Rosier
Unit Tract Nos. 158-49, 158-50, and 158-51, Hardin County, Texas; Beech
Creek Unit Tract No. 102-09, Tyler County, Texas; and Little Pine
Island Bayou Tract Nos. 176- 22, 176-23, 176-24, and 176-25, Jefferson
County, Texas. The work involves surveying and computation of boundary
line closures and monumenting approximately 94 miles of boundary. An
additional approximate 142 miles of boundary along Village Creek will
require painting. The work must be performed under the supervision of
a Registered Professional Land Surveyor licensed by the State of Texas.
Interested firms which meet the requirements described in this
announcement must follow the procedures outlined in Note 24. Only firms
that respond to this synopsis filling a current SF-254 and SF-255 will
be considered. All firms who have standing SF- 254's on file in our
office must respond to this announcement with current SF-254/255
relative to the referenced solicitation. This is not a request for
proposal. Specific criteria used in evaluating proposals submitted in
response to this announcement in descending order of importance
include: (1) The firm must have a Registered Professional Land Surveyor
licensed by the State of Texas employed to supervise the boundary
survey. (2) The firm must be capable of presenting evidence of
experience in successfully performing boundary surveys in timberlands
and in areas of Spanish and Mexican land grant surveys in the State of
Texas. (3) The firm must have sufficient number of qualified personnel
experienced in performing boundary survey work and adequate plant and
equipment to accomplish the work in the required time. (4) The firm
must be able to show evidence of past satisfactory performance on
contracts with respect to quality of work, and compliance with
performance schedules. (5) Firm should possess familiarity with the
project area and the Technical Standards established by the Texas Board
of Professional Land Surveying, pursuant to the Professional Land
Surveying Practices Act, effective September 1, 1991, to facilitate
timely completion of the project without extensive and detailed
supervision by the designated technical representative or inspector.
(6) Volume of work previously awarded the firm when combined with this
project will not significantly affect the objective of the National
Park Service. Estimated contract period is 365 days. Firms are invited
to submit a letter of interest and completed Standard Forms 254 for
each firm and a Standard Form 255 for this project. This procurement is
open to small and large businesses in accordance with PL 100-656. If
the apparent successful offeror is a large business, it will be
required to submit a sub-contracting plan which will separate
percentage goals for using small businesses, and small disadvantaged
businesses concerns as sub-contractors. Responses must be received on
or before August 8, 1995 in order to be considered for selection. See
