Officer, Bonnie Fitch. The Air Force Development Test Center (AFDTC)
intends to acquire competitive, three airborne data link transponder
Time Space Position Information (TSPI) and Multilateration systems
designed to operate on the Gulf Range Drone Control Upgrade (GRDCUS)
range Tyndall AFB FL. The system must be able to be mounted on a
standard instrumentation tray which is designed to fit into the
standard P4B airborne pod (less than 5'' dia.). The system must operate
on 28 VDC +4 or -6 VDC at a maximum current of 8 amps. The system must
be capable of detecting and accepting bi-phase modulated signals,
produce digital data and demultiplex and decode data. The transponder
shall use three specific pseudorandom chip codes, the sync is 127 bits
long, Code A and Code B 31 bits long each. The center frequency of the
receiver/transmitter shall be 915 MHz, 3 dB bandwidth of 30 MHz. The
transponder shall have a minimum power out of +53 dBm with a duty cycle
of 2.0 percent minimum indefinitely (a 2 millisecond transmission at a
10 Hz rate). The transponder shall use matched filters for detection
of the Sync, A, and B codes. The receiver center frequency shall not
vary by more than +10 ppm over the operating temperature range. The
receiver sensitivity shall be provide a 0.99 or better probability of
correct 256-bit message detection at RF signal input levels of -93 dBm
to -2 dBm. The system must be capable of accepting external GPS TSPI
(RS-232 and RS422), four discrete, and four analog inputs. In
accordance with DOD Directive 4650.1, Management and Use of the Radio
Frequency Spectrum, and DOD Federal Acquisition Regulation (DFAR)
252.235-7003, Frequency Authorization, JF/12 (frequency allocation) is
required. Required delivery date is nine months ARO. Technical

recommendations to the appropriate government personnel. Routine
technical and contracting issues should therefore be directed to the
technical and contracting staff identified elsewhere in this synopsis.
