58 -- NATO TENDER: NETHERLANDS: ACCS PERFORMANCE ASSESSMENT AND EVALUATION TEAM (APAET) SOL APAET Due 071195 Contact Point: Alexis Kemper 202/482-1512. The NATO Infrastructure Committee accepted the offer from the Netherlands to act as Host Nation for an independent team to report on the progress of the complex issues involving the implementation of the ACCS LOC1 project. The team is known as the ACCS Performance Assessment and Evaluation/Team (APAET) and the APAET contractor is to provide high level assessment similar to a project ``audit'', although as a continual effort, to the Infrastructure Committee. The APAET effort will address programme schedules and milestones, the soundness of the system engineering and architecture, standards, effectiveness of the software quality control, system configuration control, the test programme and the management of high risk areas. A part-time team of 4 to 6 people is foreseen, of which the individuals may change at different stages of the project implementation. Within the constraints above an average level of effort up to 2 man years/year is foreseen. The APAET contractor shall, as a minimum, have knowledge in the areas of system design, project management, configuration management and quality assurance. All applicants must be certified to compete in this NATO Secret level project by the U.S. Department of Commerce, Office of Telecommunications.
