Action - Emergency War Order (EWO) Classroom Trainer (ECT) software
maintenance. Contract Negotiator, Rosa Shannon, (617) 377-4883
Contracting Officer, Daniel Devine, (617) 377-4197, Electronic System
Center (ESC) plans to procure on a sole source basis, from GTE
Government Systems Corporation, software maintenance for the ECT. The
anticipated award date is 1 Oct 95 for a period of one (1) year. The
ECT allows Air Force Space Command (AFSPC) to manipulate Higher
Authority Communication/Rapid Message Processing Element (HAC/RMPE)
software in an operational manner to teach and evaluate Missile Combat
Crew Member's (MCCM) mission effectiveness. The ECT software shell is
re-hosted operational HAC/RMPE software on commercial hardware
requiring Top Secret/SIOP access and total familiarity of HAC/RMPE
input/output processes. Despite ESC's intent to procure this effort
sole source, if your firm believes it can meet these requirements in
the time required, provide information regarding your qualifications
relative to the above, in response to this announcement, indicating
your ability to meet the following screening criteria: 1) have prior
experience and proven ability to update Top Secret/SIOP software, 2)
possess in-depth knowledge and interaction of the Survivable Low
Frequency Communication System (SLFCS), Air Force Satellite
Communication System (AFSATCOM), Strategic Automated Command Control
System (SACCS), ICBM Super High Frequency Satellite Terminal (ISST),
and Military Strategic/Tactical Relay (MILSTAR); 3) possess complete
knowledge of Emergency Action Messages; and 4) have personnel with Top
Secret access. Interested firms are requested to submit a statement of
their qualifications, to ESC/TGK, Attn: Daniel Devine, 11 Eglin Street,
Bldg 1618, Hanscom AFB, MA 01731-2120. Responses/Requests must be
received not later that fifteen (15) days after the date of this
publication, and should not exceed ten (10) pages. Firms should
indicate if they are a large or small business and if they qualify as
