The Bureau of Alcohol, Tobacco and Firearms intends to purchase purebred Labrador Retrievers to undergo training as substance detector canines. Sources must be able to provide a minimum of 15 canines per year, with a maximum of 55 canines per year. Canines must be purebred Labrador retrievers and no younger than sixteen months of age or have not reached their third birth date at time of acceptance into the program. Canines must be neutered or spayed. Contractor must provide proof of complete physical examination by a state licensed veterinarian exam to include eyes plus hip x-rays. Contractor must provide proof of inoculations to include prophylactic heartworm medication. Canines must have been raised in a home environment and be fully socialized. Kennel raised animals will not be accepted. Offerors will be responsible for delivery of all canines to the address requested by ATF, usually in connecticut or Virginia. All canines will be tested prior to acceptance for suitability for this training program. Canines which exhibit aggressive attitudes towards humans or other canines will not be accepted. Some boarding may be required. Any contract awarded as a result of this solicitation will have a period of performance of 60 months (one base year and four-one year option periods).
