99 -- AUTO MULTI-TRACK SURV SYSTEM WITH POSITION EQUIP (2 SYST), & A COMPLETE ON-LINE AUTO NAVIG SYST FOR THE SURV VESSEL, E.B. Smith (Site Code DODAAC) Furnish and install two (2) small boat, multi-track systems with positioning equipment to be of standard design and manufacture and consisting of proven off-the-shelf hardware and software. Systems should also include transfer and installation of existing data-collection software and final operational testing. The small-boat survey systems will include data collection and post processing functions and will have the capability to collect and process hydrographic survey data through the use of an on-board data collection computer and multi-tract depth sounder system, and shore based post-processing computer. The systems procurement will duplicate exactly, but to a smaller scale, the present system installed aboard the survey vessel E.B. Wallace. Upgrades and enhancements for existing systems will include vessel roll sensors, and hardware modifications to allow collection and analysis of data using updated hydrographic data collection software. All hardware and software must be compatible with the present data collection/ post-processing systems installed on the E.B. Wallace and existing the small-boat system. This notice of intent is not a request for competitive proposals. The proposed contract action is for supplies or services which the government intends to negotiate for and award on a sole source basis to Ross Laboratories, under the authority of FAR 6.301. It is the government's belief that Ross Laboratories is the only source capable of providing all of the mandatory requirements of this notice. Other organizations capable of supplying this system may submit clear and convincing documentation of their capabilities including technical and pricing information within 15 days of the publication of this notice. Bid documents are available on or about 21 July 1995. No cost. All responsible sources may submit a bid, proposal or quotation which shall be considered. The government reserves the right not to open this requirement to competition based upon technical responses to this notice. Technical responses and request received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
