This procurement is for Environmental Sampling and Laboratory Analysis
for the United States Air Force Academy. The proposed contract will be
a basic year with four option periods. An IDIQ (Indefinite Delivery
Indefinite Quantity) type contract will be awarded. The contractor
shall provide all personnel, equipment, tools, materials, supervision,
and any other required items to perform the necessary services. The
nature of this contract entails the direct handling of hazardous
materials and hazardous waste. The contractor shall perform all work in
accordance with applicable federal/state EPA laws and regulations,
including but not limited to 29 CFR 1910 and 40 CFR 260-265. The
contractor will be required to collect, containerize, and transport
samples. Samples will be collected directly from the source using
appropriate collection equipment. Sources may include, but are not
limited to, underground storage tanks, stormwater outfalls, wastewater
effluents, laboratory chemicals, and hazardous waste drums. Samples
shall be containerized and packed to prevent them from spillage,
release, and damage and shall be insulated if necessary to preserve as
best as possible ambient temperature conditions to preserve the
integrity of the sample in question. The contractor shall provide
appropriate means to transport/ship containerized samples to its
laboratory or subcontractor's laboratory in as expeditious and safe
manner as possible. The contractor shall, for each sample, perform the
appropriate type of analysis as requested. The contractor shall use
methods that are capable of achieving the lowest detection limits
available given current laboratory analytical techologies/
methodologies in order to meet or exceed the lowest detectable levels
required to meet regulatory requirements. The contractor will provide
written results of each analysis to the Government by the deadlines
