N -- INSTALLATION OF THE LITTORAL UNDERSEA WARFARE COMPLEX (LUWC) IN-WATER SUBSYSTEM SOL N66604-95-R-E778 DUE 092295 POC Contact Debbie Kubel, (401) 841-2442 X291 or Dennis Perry, Contracting Officer at (401) 841-2442 X221 The Naval Undersea Warfare Center Division, Newport, RI (NUWCDIVNPT) has a requirement for the installation of the In-Water Subsystem for the Littoral Undersea Warfare Complex (LUWC). The LUWC will provide a means for the deployment of various data collection (noise measurement, tracking, water characteristics, etc.) and transmission of the collected data back to NUWCDIVNPT for processing and analysis. This facility will consist of an In-Water Subsystem (IWS) and a Shore-Based Subsystem (SBS). The IWS will have multiple at-sea nodes in waters south of Newport, RI and will be cabled back to a shore facility on Block Island, RI utilizing single mode fiber optic cable. The SBS will consist of the electronics necessary to return the data to NUWCDIVNPT. The scope of this effort will be the planning and execution of the installation of the LUWC IWS. This shall include the development of an Installation Plan, procurement and armoring of fiber optic cable, procurement and attachment of optical connectors, project mobilization, installation of the cable and at-sea nodes, project demobilization, and delivery of a Post Installation Report. Mobilization shall begin approximately 01 OCT 1996 and installation shall be concluded by 30 DEC 1996. A Firm Fixed Price type contract is anticipated. Technical and Cost proposals will be required for evaluation. Award will be made on the basis of ''Greatest Value'' with evaluation factors being technical approach, past performance, management approach and facilities.
