Contracting Officer. USDA, Rural Economic & Community Development
(RECD) requires caretaking, maintenance and securement services for
single-family, Government inventory and custodial properties located
within the counties of PALM BEACH, BROWARD, MARTIN, ST LUCIE, DADE and
INDIAN RIVER, in the State of FLORIDA. The award will be a
requirements, indefinite delivery, fixed price/unit price contract
covering FY 96, subject to availability of funding. Government estimate
of requirement for Line Item 01 Initial Services is 30; for Line Item
02 Lawn Mowings and Routine Inspections is 375. Based upon estimated
requirements, the proposed award value is between $25,000 and $50,000.
This request for offers is advertised under FAR Part 15, and the
provisions of the ``1994 Federal Acquisition Streamlining Act'' and
under the simplified acquisition procedures effective on 7/3/95. This
is a total set aside (FAR 52.219-6) for small businesses. The last date
on which offers will be accepted is August 9, 1995 at 1:00 PM., local
time at the State Office of Florida USDA, RECD located at 4440 NW 25th
Place, Room 210, PO Box 147010, Gainesville, Florida 32614-7010. This
is a combined synopsis of (1) request for offers, (2) statement of
work (SOW), (3) level of effort, and (4) qualification required.
Instructions are: (1) Prepare offer and autographically sign offer,
list address, telephone number and FAX number if available, on each
page; submit in sealed envelope by deadline date established for
receipt of offers. Mark the left-hand bottom corner of the envelope to
show solicitation number. FAR clause 52.215-10 applies relative to
when an offer is considered to be late. An offeror must include with
offer his/her qualifications in a narrative statement and according to
FAR Clause 52.215-13 to document: (1) Understanding of the
services/minor repair requirements outlined in SOW, and what will be
required of you to perform these tasks in the SOW. (2) Documentation
that you have basic carpentry skills/experience to perform minor
dwelling repairs which may include replacing a window, frame or sill;
re-hang a door; board-up windows and doors without damaging the
structure; patch a roof to prevent leaking; remove and replace door
locks, install deadbolts. (3) Identify the necessary tools/equipment
required and how you will acquire these tools/equipment to accomplish
minor repairs to RECD dwellings. (4) Your knowledge/ability to properly
maintain lawns, shrubbery, edge driveways and walkways and dispose of
resultant debris. (5) Document the tools/equipment to properly maintain
lawns, shrubbery, driveways and walkways, and dispose of resultant
debris. (6) Describe how you will accomplish a task involving multiple
requirements within a short period of time. (7) Describe how you will
manage and schedule multiple task assignments if requested to perform
multiple services within a short period of time. (8) Describe your
knowledge and ability to identify hazardous household waste materials
and how to dispose of these. The Statement of Work (SOW) is: A. Initial
Services: Broom-clean dwelling; remove boats and vehicles from grounds;
remove all debris from grounds; trim shrubbery to height and contour
consistent with recognized horticultural practices within geographic
location; edge sidewalks, curbs and driveway; cut lawn grass to height
of 2 1/2''; identify hazardous waste and obtain instructions from COR
for removal; remove all clippings, debris and household garbage to
approved dump site whih must be identified for each county within trade
area and document in offer, including dump fee (trash and clippings
generally 3-1/2, one-half-ton truck loads; this includes old
appliances). Size of lot from boundary to boundary is not represented
as actual; estimated size is less than 1/2 acre. Prepare report of
condition of windows and doors relative to security of dwelling access.
Install lock-box or change locks or change tumblers and key alike as
directed in Delivery Order. For initial services, single-cylinder
deadbolt locks will be installed on each external door certified as new
locks, with all keys keyed alike and keys delivered to COR within 24
hours. (2) Yard Maintenance (Mowing) and Routine Inspections: Perform
mowing, trim shrubbery and edge walkway and driveway in two cycles,
i.e., between day 1 and 15 and between day 16 and 30 of each month when
ordered by COR. Estimates shown in pricing schedule are based upon
having one mowing per month for October through March and two mowings
between April and September for each property. At time of mowing make
routine inspection for unauthorized entry and vandalism and report to
COR; broom-clean inside of house. (3) Miscellaneous Services: Minor
repair for protection including replacement of window panes,
replacement of roof shingles for minor roof leaks. Submit your offer to
show Line Item 01, estimated requirement times your fixed price per
unit equals $___; to show Line Item 02, estimated requirement times
your fixed price per unit equals $___; Total Offer $___. Closing date
for receipt of offer, qualifications statement, and fixed price per
