The U. S. Postal Service is soliciting proposals for underground storage tank projects at seven leased and owned facilities in the State of Oregon Main Post - Main Post Offices at Amity, Brookings, Corvallis, Florence, Joseph and Prospect; and Westside Station, Eguene. The contract will require the contractor(s) to provide all labor, materials, equipment, transportation, disposal, supervision, supplies, and obtain all necessary permits to decommission, convert, upgrade, and replace with above-ground storage tanks. Estimated cost range is $80,000-$100,000. The Postal Service reserves the right to award one or multiple sites to different contractors based on best value to the Postal Service. Although price will be a factor, the award may not be made to the offeror submitting the lowest price. Technical evaluation factors other than price are: minimum five years construction experience in UST projects and completion of three projects of similar size, scope and cost; demonstrated knowledge of site conditions and applicable regulatory requirements; demonstrated knowledge of and experience in the geographical area of the projects; demonstrated project management capabilities, quality and safety performance, minority business participation; and completeness of submitted documentation to conform with information requested. The minority subcontracting goal for this contract is 10%. Offers will not be publicly opened. The number of offers received, amount of any offer, identity of offerors or relative standing of offerors will not be disclosed until after contract award.
