E. Boltz (717) 861-8798. The solicitation, an Invitation for Bid,
pertains to Job Order Contracting (JOC), an indefinite
delivery/indefinite quantity type contract. The resultant contract will
be established for one year with four option years. The projects or job
orders issued against this contract will encompass a broad range of
maintenance, repair, renovation and minor construction work on real
property located at the Pennsylvania Air National Guard Base,
Pittsburgh International Airport, Coraopolis, Pennsylvania. All
necessary plant, labor, tools, materials, equipment, transportation and
supervision shall be required to complete each project. The projects
may involve, but may not be limited to, excavation, demolition, asphalt
and concrete paving, roofing, carpentry, electrical, plumbing, heating,
ventilation and air conditioning, painting, and masonry. The projects
will vary in size and dollar amounts. Each job order will range from a
minimum amount of $5,000 to a maximum amount of $300,000. Total
contract value to include option years will be no less than $25,000
with a $5,000,000 maximum limitation. The contractor must either (1) be
located within a one hundred (100) mile radius of the Air National
Guard Base, Pittsburgh International Airport, Coraopolis, Pennsylvania
or (2) establish an office with a full-time principal agent, staff and
company owned construction equipment within one hundred (100) mile
radius of the Air National Guard Base, Pittsburgh International
Airport, Coraopolis, Pennsylvania. Response time for emergency
situations is four (4) hours. The solicitation should be available
fifteen (15) calendar days after publication of this notice. The Bid
Opening Date will be no less than thirty (30) calendar days after
availability of the solicitation. The projected date for availability
of the solicitation will be 31 July 1995 with a projected Bid Opening
Date of 31 August 1995. The solicitation will be unrestricted. A
Pre-Bid Conference will be held to review policies and procedures of
job order contracting. The date of this conference will be listed in
the forthcoming solicitation. Only forty (40) copies of the
solicitation will be available on a first come first serve basis. At no
cost, the solicitation may be inspected at the United States Property
and Fiscal Office, Annville, Pennsylvania. A copy of the solicitation
will also be sent to Dodge Reports, Pittsburgh, Pennsylvania,
Pittsburgh Builders Exchange, Pittsburgh, Pennsylvania and Altoona
Builders Exchange, Altoona, Pennsylvania. Any questions pertaining to
the solicitation must be submitted in writing to the United States
Property and Fiscal Office, Annville, Pennsylvania no later than
fourteen (14) calendar days prior to the Bid Opening Date. With your
request for a solicitation, each firm must include their Federal Tax
Identification Number, corporate status and business size. Corporate
status means a firm's designation as a (1) sole proprietorship, (2)
partnership, or (3) other corporate entity. For determining business
size, the Standard Industrial Classification for this acquisition is
1542. The small business size standard for this classification is 17
million - average annual gross revenue for the last three (3) fiscal
years. All requests must be written and received no later than fourteen
(14) calendar days prior to the Bid Opening Date. All responsible
sources are encouraged to submit a bid which shall be considered.
