The Aeronautical Systems Center, Weapons, Air Base, and Range (WAR) Product Support Office, intends to award a sole source firm fixed price contract to Rockwell International Corporation, Tactical Systems Division, Duluth GA, for follow-on production of between 3 and 15 AGM-130 weapon systems. The procurement supports a small increment of AGM-130 production to meet future need for flight test assets. A complete reprocurement data package is not available. This action is contemplated in accordance with 10 U.S.C. 2304(c)(1) since Rockwell is the only known responsible source that can satisfy the governments requirements. All responsible sources may submit a statement of capability in accordance with Notes 13 and 22, which will be considered. Synopsis responses will be screened in the following areas: (a) technical knowledge of the AGM-130 weapon system sufficient to reliably modify and produce weapon components that meet specification requirements, (b) ability to assume design responsibility, produce, modify and build up AGM-130 hardware in the absence of a technical data package and deliver in accordance with the required schedule, (c) ability to perform acceptance tests of the AGM-130 weapon system hardware in accordance with approved procedures. Firms responding to this notice should indicate whether they are small or small disadvantaged business in accordance with DOD FAR 52.219-7000. This is not a request for proposal and is not to be construed to be a commitment by the government.
