to issue an order against Basic Ordering Agreement (BOA)
N00019-92-G-0110 with Lockheed Martin Corporation (LMC) for engineering
investigations necessary to implement modifications to the LANTIRN
FLIR/LD Pod and to fabricate prototype equipment to control LANTIRN
FLIR/LD pod functons and modes in order to meet specific F-14
integration requirements. The LANITRN FLIR/LD Pod, manufactured by LMC,
is the only system~giW-(l meet the required operational capability
dates for a non-developmental item (NDI) FLIR/LD system as set forth in
the F-14 Precision Strike Operational Requirements Document (ORD). LMC,
as the designer, developer and producer of the LANTIRN, is the only
firm that posseses the technical expertise, engineering data and
detailed knowledge of the LANTIRN required to manufacture, modify and
integrate the LANTIRN on the F-14 aircraft. See note No. 22 - NAVAIR
