5.205. This announcement is not a formal solicitation. U.S. Customs is
seeking to identify 8(a) firms with the capabilities of providing
document readers and maintenance services as described herein. This
synopsis is for information and planning purposes only and is not to be
construed as a commitment by the Goverment. Customs is contemplating
the acquisition of an automatic multi-document reader for use at
various landborders, ports of entry and airports. The multt-document
readers must be capable of reading machine, readable passports, visas
and identity cards in 3 seconds or less, and capable of reading one,
two or three line documents that conform to the principles of the
International Civil Aviation Organization (ICAO) 9303 and International
Standards Organization (ISO) 7501 international standards. The
multi-document reader sought must have a compact desktop footprint;
come equipped with an automatic or a mutual document feeder. The vendor
would provide pre-developed software, installation and training
support, and hardware and software maintenance support. The
multi-document reader must utilize EIA RS232C/CCITT V.24 communications
interface and support a series of single function operator workstations
or multi-function workstations in either a stand alone or networked
mode. In addition, the vendor may be required to demonstrate the
ability to meet the minimum requirements listed in this announcement.
The vendor must have proven expertise and prior experience in providing
document readers. Vendors shall clearly mark any restricted or
proprietary data in their submission and present it as addendum to the
non-restricted/non-proprietary information. Three (03) copies are
required of all submitted material. Each response must reference this
CBD announcement and be limited to twenty-five (25) pages per copy,
including addendums. Responses should be mailed to Mr. Terence Lew,
Contracting Officer, U.S. Customs Service, Procurement Division, Rm.
4210, 1301 Constitution Avenue, N.W., Washington, D.C. 20229. Responses
should be received no later than thirty (30) from the date of this
notice. Telephone responses will not be honored. Vendors should be
advised that any information they provide will be at no cost or
obligation to Customs. Customs will not reimburse vendors who submit
