82005-2860 C -- ARCHITECT-ENGINEER SERVICES - BASE ELECTRICAL DISTRIBUTION SYSTEM
STUDY Sol F48608-95-R0028. Due 081495. Contact Leona Fitzpatrick,
307-775-2635, Contract Specialist. Architect-Engineer (A-E) Services
are required for the investigation of existing conditions, updating of
drawings, preparation of computer models, and preparation of a report
with recommendations pertaining to the base electrical power
distribution system. Protective device coordination, fault current
analysis, voltage stability, power factor, and alternate loop feed
configurations are to be evaluated. A complete survey of the system and
preparation of as-built drwings accurately reflecting the configuration
of the distribution system is required. A detailed report with
recommendations for system improvement and suggested phases of
construction with projected costs is required. Performance period for
firm fixed price contract awarded as a result of this solicitation will
be 180 days after receipt of Notice to Proceed. The magnitude of this
project is between $100,000 and $250,000. Significant evaluation
factors for Architect/Engineer selection, in order of importance, are:
1) Professional qualifications necessary for the design and evaluation
of electrical distribution systems; 2) Specialized experience and
technical competence in the area of electrical systems computer
modeling and analysis; 3) Past performance on contracts with government
agencies and private industry in terms of cost control, quality of
work, and compliance with performance schedule; 4) Location in the
general geographical area of the project and knowledge of the locality
of the project; 5) Volume of work previously awarded by the Department
of Defense. This action is being considered for 100% set-aside for
Small Disadvantaged Business (SDB) concerns. Interested SDB concerns
should notify our office, in writing, of their intention to submit
254/255's on the project as early as possible but not later than 15
days after date of publication. This notification must include a
positive statement of eligibility as a small socially and economically
disadvantaged business concern, and specific information which
demonstrates the capability to perform projects of this complexity and
magnitude. Complete information concerning management experience in
similar work and financial status should be submitted with references.
If adequate interest is not received from SDB concerns, selection will
be made on an unrestricted basis without further notice. Therefore,
replies to this office are still requested from all interested business
concerns as well as from Small Disadvantaged Business concerns. Firms
desiring consideration shall submit appropriate data as described in
Standard Form 254 and 255 no later than 15 days after date of
