FOR JLSC ______ THIS IS NOT A SOLICITATION. The purpos of this notice
is to identify interested, capable sources to complete development of
the JLSC's Programmed Depot Maintenance Support System (PDMSS) and
Integrated Management System (IMS). This acquisition is contemplated as
a sole source to Robbins-Gioia. The requirement is for (1) Completion
of development on the JLSCs Integrated Management System (IMS), using
CAT-II fourth generation language (proprietary to Robbins-Gioia), (2)
Completion of development on the JLSC's Programmed Depot Maintenance
Scheduling System (PDMSS) using CAT language, and (3) CAT Software
Maintenance. The IMS provides JLSC program managers with visibility of
program, cost, scheduling, and financial data. System development
began March 1992 and is scheduled for completion in June 1996. The
following functions shall be performed during IMS development
completion: Perform requirements analysis, design, and tailoring of
financial, program control, travel- tracking, cost, and IMS-VUE modules
of IMS (a JLSC-owned set of software.); Define and implement system
interfaces with other software products. Perform routine and emergency
maintenance of existing software being used while software development
is continuing; Develop user-specific screens and reports, while
maintaining approved development schedule; Load C/SSR data from
Material Management Standard System (MMSS) and Depot Maintenance
Standard System (DMSS) development contractors to ensure the IMS
software performs as required during development. The PDMSS, one of
JLSC's migration systems and currently in development using CAT
language, provides Mission Critical Depot Maintenance support to major
DOD weapon systems. This support is an extension of the methodology,
processes and functions, that are encompassed in AFMC's Program
Management Support System (PMSS). PDMSS is applied to, and supports
management of workloads associated with the mission critical depot
maintenance of major end items, across all major DOD depots. PDMSS is
currently deployed and implemented at the 5 Air Logistic Centers, 5
Navel shipyards, 3 Naval Aviation Depots, 5 Army Depots and 2 Marine
Corps Logistics bases. PDMSS provides the depots with the capability to
define, plan, estimate, schedule, obtain status, forecast and measure
performance of work on major end item maintenance, modification, and
overhaul programs. The functions performed by the PDMSS application
software support the business process activities associated with the
maintenance of major end items defined by the Joint Logistics Systems
Center's (JLSC) Depot Maintenance Improved Functional Baseline (DM-IFB)
model. The PDMSS program management software and methodology is adapted
to each type of depot and workload to support the diversity of
requirements and processes that exist in the depots. The JLSC has
designated these systems as Mission Critical. On-site support is
required to ensure the continued development of PDMSS does not affect
the mission critical maintenance production operations of the depots.
The on-site personnell must have a thorough knowledge and understanding
of the maintenance production operations business processes, practices
and procedures at each depot, for each weapon system, or major end
item. These weapon systems include, but are not limited to: - USS Nimtz
aircraft carrier; - Air Force aircraft (C130, C141, F15, C135, B1, B52,
C5, T38, F16, A10, F111) - Navy aircraft (F14, F/A18, E2/C2, CH46, A6)
- Army vehicles, helicopters and armament (M1A1, M116, Bradley,
Paladin, H53, Apache). PDMSS is interfaced with the existing business
systems at each of the depots. The on-site personnel must be familiar
with the following depot business systems in order to maintain the
interfaces: - Navy Shipyards - Shipyard MIS - Air Logistic Centers -
G037E/F, G014 - Naval Aviation Depots - Workload Control System (WCS)
- Army Depots - Standard Depot System (SDS). The PDMSS on-site
personnel provide the users with analytical support using the CAT
product in response to ad hoc and process improvement requests
initiated during the development of the system. The requirements of
these requests are diverse and cover the spectrum of production
information and management needs as dictated by the shop floor
supervisor to the depot commander. The on-site personnel must apply
their knowledge of the production process, a through knowledge of the
data and information contained in PDMSS, and a working knowledge of the
capabilities of CAT in order to support these requests. The PSS module
is an integral part of the Baseline Advanced Industrial Management
(BAIM) system. Personnel, supporting the Navy in the development and
deployment of BAIM, are required to have complete knowledge of the
design of PSS, to include: - Data base structures; - Interfaces with
other BAIM modules; - Application code; and - BAIM business processes.
This acquisition does not include normal program management activities
not associated with IMS and PDMSS development (to be acquired via a
separate competitive action), nor does it include IMS and PDMSS support
beyond completion of development. The system is currently being
developed by Robbins-Gioia under Indefinite Delivery, Indefinite
Quantity (IDIQ) contract F33657-93-D-2035 F33657-93-D-2035 which
expires 30 Sep 1997. Period of performance is anticipated to be 01 Oct
95 through 30 Sep 97. It is anticipated this will be a modification to
the current contract. An organizational Conflict of Interest provision
excluding participation in any project for which PDMSS/IMS development
support is provided will be incorporated into any resultant contract.
