Fish & Wildlife Service, Region 2, seeks bids for collection and
delivery of 182,527 native tree and shrub species seedlings for the
Lower Rio Grande Valley National Wildlife Refuge located in Alamo,
Texas. The Refuge is located within the boundaries of Hidalgo, Starr,
Willacy, and Cameron Counties. Due to the uniqueness of the needed
seeds and the specific environmental conditions needed for cultivation
to yield a high percentage survival rate of the seedlings, bids are
sought from bidders located within a 70-mile radius of Refuge
boundaries. Collection will start in September 1995 with final delivery
of grown seedlings expected to extend to January 1997. This project is
a small business, labor surplus area (LSA) set aside. The Standard
Industrial Code is 0831, which stipulates that a small business
concern's three-year average annual receipts for the preceeding three
years cannot be over $3.5 million. The LSA stipulation is that an
offeror agrees to perform substantially in the LSA when this is
consistent with the efficient performance of the contract and at prices
no higher than are obtainable elsewhere. The offeror agrees to use its
best efforts to place subcontracts in the labor surplus area. Requests
