steel superstructure work by the Kanto Regional Construction Bureau; 3)
firms not undergoing bankruptcy procedures; 4) firms that have -- since
April 1, 1990, as the main contractor -- manufactured and constructed
a project of the following criteria: a) highway bridge (of at least
tl-20) or railway bridge; B) style of bridge: steel bridge except for
rolled steel-girder bridge and simple box-girder bridge; C) span
length: at least 55 meters; and D) size of project: at least 900 tons;
above-described (a) to (D) apply to the same project. Note: only
Construction projects in which bidders have had a 20 percent or greater
share of involvement are eligible for consideration; 5) firms not
currently suspended from designation by the director of the Kanto
Regional Construction Bureau; 6) firms not related by capital or
personnel to the contractors involved in this project; 7) consortia
that can assign, to the Construction site, a field representative who
has constructed a bridge in a currently-used highway, securing regular
traffic flow, as a field representative or chief engineer; and 8)
consortia that can assign, during the on-site Construction period, a
full-time chief engineer or Engineering supervisor who meets the
following criteria: a) is qualified as a certified First-class
Construction supervisor or equivalent or higher; B) has -- since April
1, 1985, as the main contractor -- had experience with a project as
described in item (4) above; and C) in the case of Engineering
supervisor, is qualified to supervise designated Construction work.
