7-17-95 Provide all labor, materials, and equipment required or
necessary to establish and install a new Government Furnished Precision
Approach Path Indicator (PAPI) Unit at the Fresno Municipal Airport,
Fresno, CA. The work associated with this project shall include but is
not limited to: installation of concrete foundations, electrical work,
trenching, boring, backfilling, land surveying, installation of class
II gravel, and demolition. All work shall be performed in strict
accordance with FAA Plans and specifications. The period of performance
is Thirty (30) calendar days after receipt of the notice to proceed.
Invitation for Bid (IFB) DTFA08-95-B-02941 will be available on or
about August 10, 1995, with a public bid opening approximately 30 days
thereafter. The estimated price range for this procurement is between
$25,000.00 and $100,000.00. The Standard Industrial Classification
(SIC) Code for this procurement is 1799. All responsible offerors may
submit a bid and shall be considered by the FAA. Offerors must submit

Department of Transportation (DOT), Office of Small and Disadvantaged
Business Utilization (OSDBU), has programs to assist minority,
women-owned and disadvantaged business enterprises to acquire
short-term working capital and bonding assistance for
transportation-related contracts. This is applicable to any eligible
prime or subcontract at any tier. The DOT Bonding Assistance Program
enables firms to apply for bid, payment, and performance bonds up to
1.0 million per contract. The DOT provides an 80 percent guaranty on
the bond amount to a surety against losses. Loans are also available
under the DOT Short Term Lending Programs (STLP), at prime interest
rates to provide accounts receivable financing. The maximun line of
