(301) 402-2163. Pre-Solicitation Notice: The National Institutes of
Health (NIH) seeks to identify prospective (SIC Code 1623) to provide
repair and improvement construction services to the Wastewater (Sewage)
Treatment Plant at the NIH Animal Center in Poolesville Maryland. These
services, entitled Phase II Improvements, are planned to consist of a
single contract with an estimated construction cost of between one (1)
million and five (5) million dollars. The existing wastewater
treatment plant utilizes a waste activated sludge secondary treatment
process, with effluent filtration and disinfection. The existing plant
consists of the following unit operations: a grit removal system; a
lime feeding station; 27,000 gallon influent flow equalization basin,
two aeration basins, each 58,000 gallon capacity and sock-type fine
bubble air diffusers; two secondary clarifiers, each with a 32,000
gallon volume; and two aerobic digestors, 70,000 and 39,000 gallons
each with coarse bubble air diffusers, operated as a two-stage
digestion process. The aforementioned unit operations area arranged in
contiguous compartments in a reinforced concrete basin structure. One
of the aeration basins has been connected to the flow equalization
basin for increased equalization capacity, therefore only one 58,000
gallon aeration basin is available for use as an activated sludge
treatment basin. Separate buildings house (a) the two Microfloc
effluent filtration units (b) the chlorination/dechlorination basin (c)
the boiler/heat exchanger; and (d) the vacuum-assisted sludge
dewatering system and equipment. The plant also has two 1.5 million
gallon lagoons for diverted influent. Pre-design analysis determined
that the basic tankage and layout of the existing plant is conducive to
modifications which will convert the plant to a nitrification plant
with basic treatment capacity of 100,000 gallons per day. The proposed
Phase II Improvements will therefore consist of the construction of:
a new equalization tank with twin 50,000 gallon basins; a new
lime/blower building atop the equalization tank; conversion of the two
existing aeration basins to nitrification basins; new blowers for the
aeration/nitrification basins, a new filter building and filters, and
a new chlorine/sulphur dioxide storage/feeder building. The existing
and proposed nitrification plant will require extensive piping and
pumping changes, the inclusion of sensor probes, the automatic control
of many of the different processes, provision of a data acquisition
system, and expansion of the emergency electrical power distribution
system to incorporate the new featutes of the plant. All of the above
work must be completed within 390 calendar days after Notice to Proceed
and without interrupting the normal operation of the existing plant.
Eligibility shall be determined by two factors as follows: (1) Bonding:
Eligible contractors shall provide evidence of the capability to secure
the required bonding (minimum three(3) million dollars). If bonding is
to be provided by a surety company, the required evidence shall be in
the form of a letter from the surety stating that categorically the
proposed contractor is bondable and that they (the surety) would be
willing and able to bond the contractor should the said contractor be
awarded the contract. If individual sureties are proposed as the
bonding instrument said individuals shall provide written assurance
that they shall serve as an individual surety to the proposed
contractor and pledge assets in strict accordance with FAR requirements
for individual sureties (FAR 28.203-1). If bonding is to be provided by
any other options listed in FAR 28.204, the contractor shall state
categorically in writing that it guarantees it will provide the
sureties in the amounts and within the time frame stipulated in the
solicitation documents. 2) Experience: Eligible contractors shall
provide evidence of successful completion within the past seven(7)
years of at least one project of similar size, complexity, and nature.
Evidence shall consist of a synopsis of the work performed, the
contractors role, construction cost, project duration, names and
current telephone numbers of the owner and point (s)-of-contact.
