16 -- SOFTWARE CHANGES/UPGRADE TO PIONEER REMOTELY PILOTED VEHICLE SYSTEM POC Contact, Frank Fisher, Phone (703)604-0903 The Naval Air Systems Command (NAVAIR) intends to issue a fixed price order under Basic Ordering Agreement N00019-95-G-0122 for engineering support to makes changes to and upgrade the software for the PIONEER RPV System. NAVAIR intends to negotiate the proposed order on a sole source basis with Pioneer UAV, Inc (PUI), Hunt Valley, MD. PUI is the prime contractor for contracting for the PIONEER RPV. Only PUI has the access to the necessary drawings, proprietary data and technical expertise necessary to perform the required effort. See note No. 22 and 27 - NAVAIR Synopsis No. 70077-95. (0192)
