Management Systems Directorate of the Air Force Material Command
(AFMC), Electronics Systems Center (ESC) seeks to procure approximately
eight hundred (800) MIPS Generator sets for operation by military
personnel. This requirement was announced in the Commerce Business
Daily 9 December 1994. Please note that some of the technical
requirements for this item have changed since that announcement. These
generator sets will provide power for the AN/GRC-206(V)5
Communications Pallet to be used by Tactical Air Control Parties
(TACP), Combat Control Teams (CCT), and Combat Communications units in
Air Combat Command (ACC), Air Mobility Command (AMC), Pacific, Air
Forces (PACAF), and United States Air Force Europe (USAFE). The basic
requirements for the MIPS generator set are as follows: minimum tested
capability of 2 kW, 28 VDC (nominal), circuit breaker protected,
multi-fuel including diesel DF-1&2, referee grade diesel, and JP-8,
able to operate four consecutive hours without refueling, 140 pounds
dry excluding all fluids and 160 pounds wet including full fluids,
capable of starting by manual pull and electric start, LxWxH = 35x24x25
(inches). Controls must include: stop/start/run, power output switch,
and field setable voltage output control. Meters must include: hour
usage, output voltage, load, and frequency. Generator must interface
with the AN/GRC-206 (V)5 auxiliary power cable and be designed with
ruggedized frame including lifting points. Color, olive drab. Extensive
market surveys conducted by the DoD Project Manager for Mobile Electric
Power (PM-MEP) have determined that no commercial generator set is
currently available which meets PM-MEP requirements. PM-MEP is
therefore type qualifying a unit currently being produced for the
Canadian military. ESC intends to issue a sole source solicitation to
Mechron Energy, LTD, Ottawa, Ontario, Canada on or about 20 October
