A -- DISTRIBUTED SHARED WORKSPACE SOL F30602-95-R-0084 POC LAURIE MARCHESANI, CONTRACT SPECIALIST, 315-330-4996. This notice reannounces CBD publication of 7 Feb 95. Previous respondees need not request the RFP. Design, implement and demonstrate a distributed shared workspace environment through implementation of a distributed shared memory mechanism. This capability will facilitate distributed collaborative planning for Command and Control. COTS, GOTS, research software (e.g. Cronus, Alpha, Mach, OMG, CORBA, OSF, DCE) shall be used in the demonstration to the greatest extent practicable. Feasibility demonstration software shall be delivered, installed and demonstrated at Rome Laboratory. The product shall be software, documentation, software demonstration and technical reports. A thirty (30) month effort is contemplated. Prospective offerors should have a knowledge of distributed collaborative decision making, distributed shared memory, object oriented distributed systems, distributed system anomaly management, and distributed system software development and demonstration. This effort requires the use or delivery of Federal Information Processing resources but it has been determined that FIRMR Part 201-39 does not apply. The RFP will be released no sooner than fifteen (15) days after CBD release. An Ombudsman has been appointed to hear significant concerns from offerors or potential offerors during the proposal development phase of this acquisition. Routine questions, such as clarifications of the Statement of Work or the terms and conditions, are not considered to be ''significant concerns'' and should be communicated directly to the Contract Specialist, Laurie Marchesani, 315-330-4996. The purpose of the Ombudsman is not to diminish the authority of the contracting officer or program manager, but to communicate contractor concerns, issues, disagreements and recommendations to the appropriate Government personnel. The Ombudsman for this acquisition is Vincent Palmiero, Chief, Policy and Management Division, at 315-330-7746. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. No telephone requests for the solicitation will be honored. All requests must be addressed to the attention of the Contract Specialist, Laurie Marchesani, reference the code C-5-2240-D, and contain the respondent's Commercial and Government Entity (CAGE) code.
