Standards and Technology (NIST) requires services to perform economic
studies of Advanced Technology Program (ATP) focused programs, program
proposals, and ATP program impacts. The Government anticipates
multiple awards of cost-plus-fixed-fee contracts with a period of
performance of one year with four one year option periods. The
contracts will consist of quick reaction task orders under which
several qualified offerors will compete for specific task assignments.
The Government may make multiple awards under each task order. Some
examples of the types of analysis tasks which may be included in each
task order are: the contractor shall research the industry and market
conditions as they currently exist from both a provider perspective and
from a consumer perspective, assess likely industry and market
conditions as they might exist following a successful focused program
based upon low, medium and high program impacts; and support ATP
efforts to identify the marginal contribution of ATP investments and
non-investment activities. Each task order will specify the nature of
the analytical work required. Qualified contractors will be permitted
to propose a technical approach and cost for the analytical work. All
responsible sources may submit a proposal which shall be considered by
