DAKOTA, SOUTH DAKOTA, WYOMING AND NEBRASKA Sol CX-1500-95-005. POC:
Donna Kalvels, 605-574-2523. The National Park Service is seeking an
Engineering firm or team to perform an indefinite quantities contract
for miscellaneous projects in North Dakota, South Dakota, Wyoming, and
Nebraska. The scope of work includes preparation of preliminary and
comprehensive designs, and other Title I Services including engineering
feasibility studies and other special studies; Title II Services
including preparation of construction drawings, specifications, and
cost estimates; and Title III Services including construction of
observation, site visits, consultation, review of submittals and shop
drawings and preparation of Operation and Maintenance Manuals.
Disciplines including civil, sanitary, structural, mechanical,
electrical, computer, and SCADA engineering and surveying will be
required and shall be included as part of the submittal. While the
anticipated projects will primarily be engineering, the team shall also
include architectural and landscape architectural disciplines. Types of
projects anticipated include small to medium (3,000 to 100,000 gallons
per day (GPD)) water and wastewater systems, site development,
drainage structures, secondary road design, small utility structures.
Mechanical projects include, but are not limited to HVAC, plumbing,
fire sprinkler systems, and emergency power plants. Electrical projects
include, but are not limited to, electrical power distribution,
lighting, HVAC and wastewater electrical controls, overhead and
underground distribution systems. The initial project will be the
preparation of construction contract documents for a new estimated
140,000 GPD wastewater treatment facility to be located at Mount
Rushmore National Memorial. An analysis of the existing plant and
projections for future loading will be necessary in order to properly
size the facility. Plant process will utilize a sequencing batch
reactor system. Other design considerations include a laboratory
capable of performing NPDES parameter analysis as well as daily process
control, stand-by power system, sludge handling system, chlorine gas
system, aerobic digester, automated disinfection system, tertiary
treatment (filtration) system, associated mechanical and electrical
systems, office space and shop. The total of all task orders for one
year shall not exceed $1,000,000. The A/E firm is guaranteed $50,000
over the life of the contract. The term of the contract is one year
with four one-year options. All work will be guided by National Park
Service policies and directives. The firm/team selected shall have
professionally registered engineers in compliance with each of the
States listed above. The following criteria shall be used in the
evaluation of the prospective firms in descending order of importance,
in lieu of criteria listed under Note 24: 1. Professional
qualifications of the firm and staff in the area of wastewater
treatment system design, water production, storage and distribution,
tertiary treatment potable water plants, including examples of
successful projects; 2. Professional qualifications of the firm and
staff in the area of sequencing biological reactors including examples
of successful projects; 3. Professional qualifications of the firm and
staff in the area of long-term calibration and controls including
programmable logic controllers for whole plant control systems design,
design of stand-by power systems. 4. Familiarity with the
environmental and engineering considerations for projects in the
described geographical region; 5. Performance record of the firm or
team on previously completed contracts, regarding quality, cost and
meeting project completion dates. This procurement is open to small and
large businesses and is subject to Public Law 100-656. To the fullest
extent, the National Park Service welcomes the participation of small
business firms including women and minority owned and operated A/E
firms and encourages large business firms to include small business
firms as part of their team. If the apparent successful offeror is a
large business, they may be required to submit a subcontracting plan
which will provide for separate percentage goals for using small
business concerns and small disadvantaged business concerns
subcontractors. The Government will not indemnify the firm selected
against liability involving any work performed under the contract,
including work involving asbestos and other hazardous materials; this
is, no clause holding the firm harmless will be included in the
contract. Firms that meet the requirements described in this
announcement are invited to submit a Letter of Interest and completed
Standard Forms 254 for each firm and a team Standard Form 255.
Submissions of office brochures is encouraged only to the extent that
they graphically (via drawings and photographs) substantiate the work
specifically described on Standard Forms 254/255. See Note 24.
Responses must be received before 4:00 pm, 30 calendar days from date
of this publication (first workday following a weekend or holiday) in
