Hurlburt Field FL intends to negotiate on a sole source basis with Conax Florida Corporation for the acquisition of services to prepare a replacement manual for an existing military Technical Order (T.O.) 15X-2-6-1 (TM-10-1660-276-12&P) originally prepared by Conax in 1983. This procurement is being exercised under the authority of FAR 6.302-1 and 10 USC 2304 (C)(1). The contractor will upgrade the existing Technical Order and cover operations and maintenance of all Conax equipment with illustrated parts breakdown. The manual will minimally comply with the requirements of MIL-SPEC 7298 (Commercial Equipment). This solicitation will be issued approximately 25 Jul 95. This acquisition is approved for a sole source contract action. Conax is the single depot level repair and maintenance supplier of the military's high altitude life support and oxygen systems for aerospace use and is the only known source that can provide technical data. Conax developed the original manual which the government did not purchase the rights. This notice of intent is not a request for competitive proposals, however, all responsible sources may submit an offer which will be considered. Award will not be made on the basis of responses to this synopsis. Firms responding to this synopsis should reference the solicitation number and indicate wheter or not they are a small or small disadvantaged business concern as defined in FAR 52.219-1 and 52.219-2 and whether they are a manufacturer or dealer/distributor.
