Contract Specialist, 406/247-7941. The Bureau of Indian Affairs
proposes to contract a project to quantify the Reserved Water Rights
for lands held in trust by the United States for the Crow Tribe of the
Crow Reservation, Montana. The object of this contract is to develop
support for the United States in asserting water rights in litigation
on behalf of the Crow Tribe and its members. The contractor must have
experience in developing studies for WaterRights Litigation. The
contractor must be available and qualified to testify in court as an
``expert witness.'' Because the trial may take place some time after
the studies are completed, the United States requires reasonable
assurances from prospective bidders that all qualified expert witnesses
will be available throughout the course of the litigation. Litigation
costs will be a separate, future item and should not be calculated in
the proposal. Information gathered under this contract may also be used
in the future to develop a water management plan for the Reservation.
