Contracting Officer. This announcement is amended to read as follows:
USDA, Rural Economic & Community Development (RECD) requires
caretaking, maintenance and securement services for single-family,
Government inventory and custodial properties located within the
counties of MARION and CITRUS, in the State of FLORIDA. The award will
be indefinite quantity, indefinite delivery, fixed price unit price
contract covering FY 96, subject to availability of funding. Government
estimate is between $50,000 and $100,000. Notice is given that some
services fall under ``R'', i.e., routine inspection associated with
property management. Qualification statements are required. Eligibility
for award will be determined by evaluation of qualification statements
to determine acceptable, unacceptable, or susceptible to being made
acceptable. Acceptability will be determined by evaluation of the
following qualification criteria: (1) UNDERSTANDING OF MANAGEMENT,
i.e., to handle multiple job/task assignments simultaneously with
competing priorities. (2) GROUNDS MAINTENANCE, i.e., ability to
properly maintain a yard in a ``neat manner'' relative to grass mowing,
edging of walks and driveways and raking of debris. (3) UNDERSTANDING
OF REQUIREMENTS OF TOOLS AND EQUIPMENT, i.e., the documentation by job
requirements the tools and equipment that will be required for the
specific tasks and how these may be acquired by the offeror. Workable
plan for accessibility via telecommunications during work week. (4)
MINIMUM CARPENTRY REPAIR SKILLS. This is a ``best-buy'' procurement.
The Government will award the contract to the offeror whose proposal
represents the best overall value. In deciding which proposal repesents
the best overall value, RECD will consider the following three (3)
factors: (1) PRODUCTION CAPABILITY, (2) PAST PERFORMANCE, and (3)
PRICE. DECISIONAL RULE: RECD will decide if capable offeror's marginal
superiority in production capability and past performance are worth
any marginal increase in price. RECD is more interested in dealing with
a reputable supplier with past performance of timely delivery and
quality production of services than in paying the lowest price for the
service. Offerors are notified of this decisional rule. RECD will not
pay an unreasonable price for superior past performance and quality
production delivery. RECD will consider a proposal to be the best value
only if it believes that offeror's production quality, past performance
and price are worth the price. Thus, the relative importance of past
performance, production quality and price will ultimately depend upon
the differences among the competing offerors and not on any
predetermined assignment of weights. No telephone or FAX requests will
be processed, only written requests for solicitation packages will be
accepted; twenty-five solicitation packages will be available.
