of Agriculture, Food Safety and Inspection Service (FSIS) administers
a comprehensive system of inspection laws that protect consumers by
ensuring that meat, poultry, and egg products are safe, wholesome, and
properly labeled. The FSIS Science and Technology Program provides
analytical support to all inspection activities from three
multi-disciplinary Technical Support Laboratories (TSL's), which are
located in Athens, GA; St. Louis, MO; and Alameda, CA. The TSL's
provide pathological, microbiological, chemical, and other scientific
examination of meat, poultry and egg products for disease, infection,
contamination, or other types of adulteration. In Fiscal Year 1994, the
laboratories performed 930,000 analyses on 150,000 samples. The TSL's
continuously generate regulated hazardous waste as a result of these
analytical activities. Each laboratory is permitted by the appropriate
regulatory agency as a Small Quantity Generator as defined by the
Resource Conservation and Recovery Act. In 1994, the combined volume of
this waste was approximately 3,000 gallons and consisted of halogenated
and non-halogenated organic solvents, acidic and alkaline liquids, and
an alkaline, mercury-containing sludge. The Athens TSL generated
approximately 50% of the waste, while the Alameda and St. Louis
laboratories generated 30% and 20% respectively of the total volume. In
addition, each laboratory conducts periodic cleanouts consisting of
several hundred pounds of assorted excess chemicals. FSIS is seeking
information on sources to transport, store, treat or dispose of the
types and volumes of hazardous waste generated by the FSIS TSL's.
Typical services include sample collection and analyses, manifest and
waste profile preparation, spill clean-up capabilities, waste tracking,
regulatory compliance reviews of transporters and waste facilities,
preparation of lab packs, provision of certificates of destruction from
the final disposition point, and preparation of a consolidated invoice.
Sources should consider that due to the variable nature of the
laboratory activities, there may be slight fluctuations in the volume
or profile of hazardous waste generated by the TSL's. Interested
sources may submit a capability statement to the Contracting Officer at
the above address. Closing date for submissions is 15 days after
