the National Institutes of Health intends to negotiate on a sole
source basis under the Authority of 41 U.S.C. 253(c)(1), as set forth
in FAR 6.301-1, the maintenance (preventative and remedial), technical
support services and emergency repairs of 450 items of the following
categories of NIH-Owned IMED I.V. Infusion Pumps used for patient care
and research in the Clinical Center: IMED Gemini PC-1 (250 items) and
IMED Gemini PC-2 (200 items) of general purposes I.V. Infusion pumps
for a one (1) year period with four (4) twelve (12) month option
periods. The Contractor must provide evidence of: (1) ability to
maintain the pumps, in accordance with all of the Original Pumps
Manufacturer's (OPM) written standards for maintenance of the IMED
pumps including all proprietary hardware and software; (2) having a
complete inventory of spare parts adequate to provide full maintenance
service; (3) being able to provide all software and hardware updates
which IMED announces for the covered pumps during the contract period;
and (4) the ability to respond to emergency service calls within
twenty-four (24) hours. It is the Government's belief that these
requirements can be met only by IMED. All responses must be written and
received within 45 calendar days from the published date of this
notice. Oral communication is not acceptable and will not be honored.
Any firm believing it has the ability to meet the Government's
requirement is invited to respond to this notice furnishing clear and
convincing documentation demonstrating their ability to meet, at a
minimum, all the stated performance and capabilities to accomplish the
subject contract. A determination by the Government to open the
requirement to competition is based upon responses to this notice. This
is solely within the discretion of the Government. The Government will
not pay for preparation or submission of any information submitted in
