R -- SINGLE FAMILY HOUSING APPRAISAL SERVICES. Sol RFP 09-00-6-047P due 083195. Contact Sara Grant, 904-338-3426, Contracting Officer. USDA, Rural Economic and Community Development (RECD) formerly Farmers Home Administration requires the services of a State of Florida Certified Residential or General Real Estate Appraiser to complete single family detached residential appraisals for loan making purposes. The appraiser will be required to use both the Market and Cost approach methods in establishing the market value following the procedures outlined in FmHA Instruction 1922-C ``Single Family Housing Residential Appraisals''. The appraisals are for properties located in Florida within the counties of OKEECHOBEE and HIGHLANDS. The award will be an indefinite quantity, indefinite delivery, firm, fixed-price contract covering FY 96 subject to availability of funds. The Government's estimated value of the contract is $25,000 to $50,000. Qualification statements are required. Eligibility for award will be determined by evaluation of qualification statements to determine acceptability, unacceptability, or susceptible to being made acceptable. Acceptability will be determined by evaluation of the following qualification criteria: (1) Experience with appraisals of FmHA single family residential properties. (2) Knowledge of local Real Estate Market; and (3) State Certified Residential Appraiser. RECD intends to award a contract resulting from this solicitation to the acceptably qualified, responsible, responsive offeror who offers the lowest fair and reasonable price, and who submits an acceptable qualification statement. No telephone or fax requests will be accepted, only written requests for solicitations will be processed. There will be 10 solicitation packages produced; these will be available on a first come, first served basis. Contemplated closing date is 1:00 P.M., local time, on August 31, 1995. See Note 1.
