equipment, transportation, and supervision necessary to install a new
public address system in Buildings 1 and 14 at the U.S. Coast Guard
Support Center Boston facility, Boston, Massachusetts; installing a
high rise addressable fire alarm system in Building 8 which will tie
into the Support Center's existing fire alarm annunciator system in
Buildings 1 and 14; and removing the existing fire alarm system in
Building 8 . Estimated cost of this project is between $100,000.00 and
$250,000.00. Solicitation packages to be available on or about August
1, 1995. THERE IS A $20.00 NON-REFUNDABLE CHARGE for the bid package

procurement is being issued pursuant to the Small Business
Competitiveness Demonstration program and is open for bidding to both
small and large business concerns. INFORMATION PERTAINING TO MINORITY,
WOMAN OWNED, AND DISADVANTAGED ENTERPRISES: The Department of
Transportation (DOT) Office of Small and Disadvantaged Utilization
(OSDBU), has programs to assist minority, woman-owned, and
disadvantaged business enterprises to acquire short term working
capital and bonding assistance for transportation-related contracts.
This is applicable to any eligible prime or subcontract at any tier.
The DOT Bonding Assistance Program enables firms to apply for bid,
payment, and performance bonds up to $1.0 million per contract. The DOT
provides an 80% guaranty on the bond amount to a surety against losses.
Loans are also available under the DOT Short Term Lending Program
(STLP) at prime interest rates to provide accounts receivable
financing. The maximum line of credit is $500,000. For further
