intent to acquire one (1) each Infrared Imaging Spectrometer from
Pacific Advanced Technology, Solvang, CA, on the basis of other than
full and open competition as prescribed by 10 U.S.C. 2304(c)(1) as
implemented by FAR 6.302-1, only one responsible source. The Standard
Industrial Classification (SIC) code for this requirement is 3826, and
the size standard is 500 employees. The Infrared Imaging Spectrometer
shall measure spectrally resolved images in the 3-to-5 micron infrared
spectrum. The system must also have high spectral resolution (0.01
micron); high spatial resolution (128 X 128 pixels); high temporal
resolution (less than 1 second); and high data storage capacity (10
minutes of data). The system is required to provide characterization of
military countermeasure smokes, missile plumes, chemical agents, and
