A -- NATIONAL IGNITION FACILITY (NIF) ENGINEERING SERVICES POC Don Potter, Subcontract Administrator Specialist, (510) 422-8673 The University of California (University), Lawrence Livermore National Laboratory (LLNL), seeks sources for National Ignition Facility (NIF) Engineering Services. The NIF Project will provide a facility that is capable of achieving fusion ignition utilizing solid-state lasers as the energy driver. In this facility, a large number of laser beams will be focused onto a small target located at the center of a spherical target chamber; the energy from the laser beams will be deposited in a few billionths of a second. The target will then implode, forcing atomic nuclei to sufficiently high temperatures and density necessary to achieve a miniature fusion reaction The outcome of the Engineering Services will be to provide preliminary NIF design studies during Title I engineering and detailed design during Title II engineering. The selected Subcontractor(s) will provide expertise and technical support in the form of engineering services for the design of components, sub-systems, and complete systems. The Title I design studies will serve as a basis for the subsequent detailed engineering phase (Title II) and the fabrication and assembly phase (Title III) of the NIF Project. The duration of this proposed procurement will be 3 years. The permanent place of performance shall be either a.) LLNL or b.) the Subcontractor(s) site; and temporary living expenses (per diem) shall not be an allowable expense at either site. The University contemplates the award of one or more Master Task Agreements (MTA's) for NIF Engineering Services in November 1995 which will incorporate the University's General Provisions for Cost Plus Fixed Fee (CPFF) procurements; and Forward Pricing Rates and Provisional Indirect Billing Rates. Selection will be based upon technical and management factors, including evidence of the Offeror's commitment to the utilization of Small Businesses and Small Disadvantaged Businesses at a participation level which will enhance the University's Socioeconomic Goals. The successful Offeror(s) will not be precluded from participating in subsequent follow-on procurements for the manufacture or construction of components and systems designed as part of the NIF Engineering Services MTA's. The Request for Proposal (RFP) scheduled for issuance in August 1995 will describe a scope of work including 4 task areas: Mechanical Engineering, Electronics Engineering, Optical Engineering, and Special Functions. Mechanical Engineering design work will be related to vacuum chambers, pumping systems, structural supports, and mechanical alignment for mirrors and targets. Electronics Engineering design work will be related to electronic alignment, diagnostics, timing/controls, integrated computer controls, and pulse initiation. Optical Engineering design work will be related to lens design, optics systems analysis, mirrors, and amplifiers. Special Functions work will be related to project review, environmental investigation/analysis, and security systems. Prospective sources MUST clearly demonstrate meeting the following Qualification Criteria: 1) propose to perform work in at least 2 of the 4 task areas of the MTA - Mechanical, Electronic, Optical, or Special Function; 2) demonstrate relevant experience in the areas of engineering design, analysis, fabrication and test for components similar in nature to the components or task areas of the MTA; and 3) have available or make available, facilities, equipment, CAD workstations, testing equipment, etc. at the prospective source's site necessary to support the work performed at the prospective source's site. Qualifying firms are invited to respond with an expression of interest in participating in the NIF Engineering Services procurement and are requested to provide a very brief description of qualifications with respect to the foregoing. The small business size standard applicable to the proposed acquisition is $20 million in annual receipts. Firms qualifying as a small business with respect to this standard should so state. Responses are required on or before August 2, 1995. Firms responding to this announcement which fail to meet the required qualification criteria will not be considered for inclusion into any resulting source list.
