301/443-0043 This procurement is being solicited on a sole source
basis to the National Association of State Mental Health Program
Directors, Research Institute the only known organization that has
access to SMHAs States archival data necessary for this study and can
assure SMHA cooperation in the identification and editing process. The
Center for Mental Health Services is soliciting this proposal under
Standard Industrial (SIC) Code #8741. The purpose of this proposed
contract is to help States obtain the baseline information necessary to
determine how their public mental health stystem(s) operate in
different types of communities in relationship to other community
services. The contract will be conducted using existing date available
from States that have participated in the Person-Specific Study, and,
where necessary and feasible, encourage and facilitate the enhancement
of the data in State data systems. The contract will encourage and
enhance data systems for States with 1115 and without 1115 wavers so as
to develop the information necessary to estimate the length of stay,
adequacy of services, cost of services, and movement (including change
in services and change in housing) of clients among components of the
mental health system(s) in the different trade/service regions of
States. The successful contractor must demonstrate: (1) an
understanding of the tasks of the contract such as planning and
conducting an analysis of length of stay and service, adequacy and cost
in different parts of the public mental health system and the movement
of clients among components of the mental health system, and extending
the Person-Specific Study data base, (2) an understanding of the
archival data bases maintained by State mental health agencies and the
Person-Specific Study data base maintained by the National Association
of State Mental Health Program Directors Research Institute, including
their correspondence to Mental Health Statistical Improvement
Standards, (3) understanding ot the problems encountered in performing
the contract, and (4) qualifications, experience, and availability of
professional and technical personnel to conduct the above stated
activities including ability to plan and implement data base
development and analyses in applied science, as well as sophistication
in writing, editing, manuscript preparation, mental heatlh reasearch
and policy comprehension and translation. Request for proposal (RFP)
No. CMHS-DSC-95-0013 is scheduled for issuance on or about 15 days
after publication of this notice and will close 30 calendar days
thereafter. Written requests for copies of the solicitation will be
honored if received within 20 calendar days after the issuance date.
Requests received after that period will be honored on a first-receive,
first-serve basis until the supply is exhausted. Accordingly, it is the
intent of CMHS to develop a twelve (12) month, cost-reimbursement type
contract with two twelve month option periods on Other than Full and
Open Competition, consistent with Federal Acquisition Regulations
