786-9994. In accordance with FAR 6.301-1, the Health Care Financing
Administration intends to modify Contract No. 500-94-0056 with Health
Economics Research, Inc. for Evaluation of Oregon Medicaid Reform
Demonstration. The purpose of this modification is to supplement the
Evaluation of the Oregon Medicaid Reform Demonstration. As people with
disabilities are enrolled in managed care in Phase II of Oregon's 1115
waiver, it is important to examine the experiences of people with
disabilities in managed care. Of interest are the effects of managed
care on access to care by disabled individuals (in particular access to
medical specialists), the utilization of services by the disabled, and
the quality of the care they receive. Also of interest are the effects
of managed care on providers who traditionally serve the disabled, and
the State efforts to link services provided by prepaid plans with
existing State funded services. The analysis will involve collection of
utilization, cost, satisfaction and functional data on people with
disabilities, and where possible linking them to other functional data
from the State and to the disabling condition determination contained
in Social Security records. Other studies, including a study of
providers who serve the disabled, will be required. No RFP is
