Corps of Engineers requires construction and support services for a
Russian fissile material storage facility. The purpose of this
announcement is for soliciting names of firms interested in
prequalifying for this project. There is a preference for U.S.
contractors. Prequalification of contractors will be accomplished by
the U.S. Army Corps of Engineers, Transatlantic Division. MAGNITUDE OF
PROJECT: The estimated cost of the project is expected to be in excess
of $10,000,000. This could vary depending on future congressional
approvals and funding, but would not exceed $400,000,000. SCOPE OF
WORK: The contractor will provide equipment and materials acquisition
and installation, construction, and technical assistance in such areas
as, but not limited to, design review, cost estimating, technical
analyses, special studies, construction, construction management,
translating service, life support, etc. The contractor will be required
to provide for offices within the United States and at the site in
Russia. These services are in support of the construction of a facility
to store fissile material in the Chelyabinsk area of Russia. Contract
performance will be at a cooperative site, i.e. other contractors may
be present. Funds will be provided on a yearly basis with no guarantee
of their availability from one year to the next. Should funds not be
provided in a given year, the contractor will not be assigned
additional work. A visit to the site may be conducted before proposals
are due. Performance guarantees will be required. There is a
preference for U.S. construction firms. To be considered as a U.S.
construction firm, the firm must: Perform construction as a significant
portion of its business; be incorporated and have its corporate
headquarters in the U.S.; have paid corporate franchise and employment
taxes in the U.S. for a minimum of two years and shall have filed
state and federal income tax declaration for a minimum of two corporate
years; have paid any applicable taxes determined to be due as a result
of such filings; and employ U.S. citizens in key management positions.
SUBMITTAL REQUIREMENTS: To be considered for prequalification
interested firms or joint ventures must submit prequalification forms
and other data required not later than 45 days after publication of
this announcement to the address above. In order to be prequalified,
firms or joint ventures must demonstrate the following: (1)
construction and construction management in countries of the former
Soviet Union and eastern Europe, (2) cost contracting for the U.S.
Government, (3) financial stability, (4) construction and design of
special structures, and (5) familiarity with automated material
handling systems, control systems and safety systems. Firms or joint
ventures failing to submit all data required above will not be
considered for prequalification. A pre-solicitation conference is
tentatively scheduled for 10 August 1995. The purpose of this
conference is to exchange information concerning the project which
might be beneficial to firms desiring pre-qualification. The one day
conference will be held at the Transatlantic Division in Winchester,
Virginia (approximately 75 miles from Washington, D.C.). Further
information on the conference will be provided to the firms responding
to this CBD announcement. CONTRACT PROCEDURES: Request for Proposal
(RFP) will be issued to approved prequalified entities only. Contract
is to be awarded on a cost reimbursement basis. Tentative date for
issuance of DACA78-95-R-0030 is 21 September 1995. Tentative date for
receipt of proposals is 21 December 1995. Tentative contract award date
is 31 January 1996. Tentative period of contract is one year and three
option years based on the availability of funds. After RFP is issued,
interested suppliers and subcontractors may inspect plans and specs at
the address above or may purchase them. Prequalification forms may be
