16 -- LOW COST AERIAL DELIVERY SYSTEM (LCADS) PARACHUTES SOL DAAK60-95-R-8028 DUE 080395 POC Contract Specialist, FRANK J. KOVENDY, fax (508) 651-5286 The U.S. Army Soldier Systems Command (Prov), (SSCOM) Natick, MA. is soliciting firms with the interest and ability necessary to fabricate commercially available Low Cost Aerial Delivery System (LCADS) parachutes to permit the U.S. Army to conduct High Velocity Container Delivery System (HV CDS) airdrops in situations where recovery of parachutes and other aerial delivery items are either not required or not desired. The LCADS parachute shall be designed for a minimum of one use. Natick is preparing a firm fixed price solicitation for production of up to 500 LCADS parachutes stemming from a previously conducted Market Survey. Performance requirements of the parachutes shall include the following: steady state standard day rate of descent at ground impact between 70 and 90 ft/sec with 2,200 lb payload, gravity deployment from C-130 aircraft using breakaway static line technique, ability to deliver payloads weighing between 501 to 2,200 lbs., deployment altitude range from sea level to 25,000 ft Mean Sea Level (MSL), deployment airspeeds up to 150 Knots Indicated Airspeed (KIAS) over the entire altitude range, and parachute opening forces not greater than 15,000 lbs for deployments from 25,000 ft MSL and 150 KIAS. The parachute shall not glide during descent (must have ballistic trajectory not affected by deployment damage) and shall demonstrate 0.90 reliability at 0.90 confidence. Qualification of prospective bidders shall be based on demonstrated performance of any submitted parachute candidates that shall include: videographic or film documentation showing successful deployment from altitudes of not less than 15,000 ft MSL from aircraft traveling at not less than 150 KIAS with a payload of at least 2,200 lbs for at least 15 drops, force-time history showing parachute opening forces to be less than 15,000 lbs when delivering 2,200 lb payload from aircraft traveling at 15,000 ft MSL and 150 KIAS for at least 1 drop, and space-position data showing trajectory for at least two (2) deployments from not lower than 15,000 ft MSL with 2,200 lb payloads from aircraft traveling at 150 KIAS. Interested firms must submit the aforementioned information to demonstrate its ability to perform the proposed work within 15 days following the publication of this synopsis. In addition, firms responding shall indicate whether or not they are a small or small and disadvantaged business concern, woman owned or socially and economically disadvantaged. For the purpose of this requirement, any concern with less than 500 employees is considered a small business. The Government reserves the right to consider small disadvantaged or small business set aside based on responses hereto. This project is unclassified, not subject to export control.
