The Naval Surface Warfare Center, Dahlgren Division, Coastal Systems Station (CSS), Panama City, Florida, is soliciting Ampex Recording Systems, Div. on a sole source basis for a firm fixed-price contract to provide a DCRSI-107R: Airborne Digital Cassette Recording System with record and playback modules. Ampex Recording Systems, Div. is uniquely qualified for this effort having developed the original DCRSI-107R for CSS under Contract N61331-92-C-0032, which was awarded competitively to Ampex as the only technically acceptable offeror. Under the previous contract, considerable resources and knowledge were developed by Ampex in the areas of Airborne Digital Cassette Recordings and could not be replicated by another activity. Ampex is uniquely qualified to support this action because they have the unique knowledge base, the facilities, and the experienced personnel necessary to successfully conduct the work. The key personnel have invested over two years in gaining the unique knowledge, insight, and skills necessary. It is certain that award of this effort to any other vendor would result in significant and substantial duplication of invested costs as well as a costly and protracted startup phase.
